Japan · NTT Docomo's payment app
Can you sign up for d払い (d Payment) with a foreign phone number?
No.
d払い only registers an 11-digit mobile number issued in Japan. Overseas numbers are outside the service, so neither a data-only eSIM nor your home number will get you in.

Gate B — Japanese number required
Is that number Japanese — and sometimes, is it a voice line?
