Can you use Demae‑can (出前館) without a Japanese phone number?

Not on a data-only eSIM.

Demae-can won’t register a number without a voice contract, so a data-only eSIM — which has no number at all — can’t get you in. Its help page doesn’t say whether a foreign number with voice calls is accepted, and we couldn’t confirm that either way.

What 出前館 (Demae-can) says

固定電話番号や音声契約のない携帯電話番号はご登録いただけません

In English: “Landline numbers and mobile numbers without a voice contract cannot be registered.”
